| EU must reduce non-tariff barriers including VAT, says Navarro |

| The European Union (EU) will have to reduce its non-tariff barriers, including value-added tax (VAT), if it wants to reach an agreement to reduce US tariffs, White House trade adviser Peter Navarro said on Monday. TASR reports this based on a Reuters report.
Navarro told CNBC that the EU's willingness to negotiate with Trump on tariff reductions is just a "good, small start," but non-tariff barriers, which include food safety regulations, are "orders of magnitude more important" than tariffs.
His comments came after European Commission President Ursula von der Leyen said at a press conference in Brussels that the EU is ready to negotiate a "zero-for-zero" tariff pact with the US on industrial goods. EU ministers agreed to prioritize negotiations over retaliation.
Navarro said the EU should lower its 19 percent VAT and respect the World Trade Organization (WTO) ruling to allow the United States to sell its pork, corn and beef in EU countries.
Navarro, a key architect of the US’s massive tariff offensive, said non-tariff barriers were a problem in US trade with many countries, including Vietnam, whose trade surplus with the United States is rising, in part due to the shift of supply chains from China.
“So when you ask if we are willing to negotiate, President Donald Trump will always listen to you,” Navarro said, but he said Europe should understand that “non-tariff fraud” is also a problem.
Navarro also defended the methodology used by the White House Council of Economic Advisers to calculate tariffs of 46% on Vietnamese goods and 20% on EU goods, saying it was "perfectly correct," despite derision from academic economists.
