| The November Agriculture Council is expected to come to a political agreement on the Commission proposal for the "Health Check" of the CAP reform.
The main questions the "Health Check" addresses are:
How to make the Single Payment Scheme more effective, efficient and simple?
How to render market support instruments more relevant in a globalised world and an EU of twenty-seven?
How to master new challenges, from climate change to water management, by adapting to the new risks and opportunities?
The "Health Check" is not a fundamental reform, but essentially aims to further modernise, simplify and streamline the Common Agricultural Policy and remove remaining restrictions on farmers to help them respond to growing demand for food. It will further break the link between direct payments and production and thus allow farmers to follow market signals to the greatest possible extent.
