| 'SADC does not, cannot recognise Rajoelina' |
| Mbabane, 19.03.2009 |
 |
| Mbabane - A Southern African bloc said on Thursday that it would not recognise Andry Rajoelina as Madagascar's new president and raised the threat of sanctions against his government.
The army swept Rajoelina to power two days ago, after weeks of turmoil in the vast island state, which is one of the 15 members of the Southern African Development Community (SADC).
The bloc's security organ, known as the Troika, said in a statement after a special meeting in Swaziland that Rajoelina's takeover was unconstitutional and said it would work with the African Union to resolve the crisis.
"SADC does not and cannot recognise Rajoelina as president because his appointment does not only violate the constitution of Madagascar, but also international principles, like the SADC, AU and United Nations protocols," it said.
The group "strongly condemns in the strongest terms the circumstances that led to the ousting of a democratically elected president of Madagascar," the statement said.
"SADC calls on the international community and the AU not to recognise Rajoelina as president," it said.
The group said that it would work with the African Union "to help find a comprehensive and coherent strategy that could lead to the resolution of the crisis in Madagascar."
The bloc gave its executive secretary Tomaz Salomao one week to report back on efforts to bring Madagascar back to constitutional order.
"In the event of non-compliance and non-cooperation by the de facto regime, SADC will consider imposing appropriate sanctions or use all relevant resources available to restore order in Madagascar."
Swazi King Mswati III, Mozambican President Armando Guebuza, South African Defence Minister Charles Nqakula and a minister from Angola attended the meeting of the SADC Troika.
