Manufacturers and importers warn about the new law

The largest organizations uniting manufacturers and importers of electrical equipment, packaging, and non-packaging products, as well as the Coordination Center for End-of-Life Vehicles, representing many multinational companies, are warning about unclear and incomplete information regarding the "state system" of producer responsibility organizations (PROs), which was approved by the government on Wednesday (October 1) under the Environmental Fund Act and is set to be approved in parliament through a shortened legislative process.Manufacturers have legitimate concerns that it could significantly disrupt market competition, potentially leading to serious disruptions in functioning systems for individual waste streams and substantial penalties from the European Union for non-compliance with relevant directives and regulations. According to them, the existing competitive PRO system works and delivers results in Slovakia.They reminded that thanks to the EPR, Slovakia today has a functional and efficient waste collection and recycling system that produces tangible results. For example, the recycling rate of packaging in Slovakia increases every year, and in some commodities, we are even among the leaders in the EU. The current competitive environment significantly contributes to this because EPR organizations strive for the highest possible efficiency in the processes of collection, transport, and recycling.On the other hand, countries where the collection and recycling system operates as a monopoly, whether state-run or privately-run, achieve significantly worse results in this area, and this mostly only leads to gradual cost increases and lower efficiency without trying to bring innovations and better services in waste management."EPR organizations operate in all EU countries, are managed by producers and importers, and set recycling fees included in the prices of their products so as to cover the necessary costs of collecting and recycling waste from them and to avoid unnecessarily increasing the costs of the entire collection and recycling process. Within the framework of extended Manufacturers and importers are responsible for collection and recycling. They must have control over how the money they spend on this is managed," explained Peter Valent, CEO of PRO Envidom.Due to unclear and incomplete information about the 'state system' operated by the state Environmental Fund, manufacturers are urgently calling for a professional discussion with the Ministry of the Environment (MoE) of the Slovak Republic. Manufacturers and importers are therefore requesting that the MoE of the Slovak Republic urgently create a joint discussion platform, the outcome of which will be proposals and measures that will not lead to destruction but, on the contrary, will improve the current competitive environment so that all EPR organizations and the manufacturers and importers associated with them responsibly fulfill their obligations under European and Slovak legislation and contribute fairly to the circular economy system.odkaz na stránku
