Mandatory cashless payments postponed to May, buying time

The obligation to allow customers to make cashless payments in amounts over one euro will be moved from March 1 to May 1 of this year. The decision was made on Thursday by members of the National Council (NR) of the Slovak Republic as part of the approved amendment to the Banking Act, which also amended several other acts. The legal norm still needs to be signed by the president. The change in the deadline responds to the need to provide sellers with sufficient time for technical preparation, stated Daniel Kováč, spokesman for the Financial Administration (FS), on Friday. "This applies mainly to smaller businesses, sole traders and craftsmen who have not used sales recording systems so far and need more time to implement software for QR payments or procure payment terminals. Adjusting the deadline will also allow for better alignment of the introduction of the new obligation with the period of fulfilling other significant tax obligations in the spring months," the spokesman explained. Through the adopted amendment to the Banking Act, members of the National Council also amended the Payment Services Act. Based on this change, the payment service provider (bank) will not be able to request a fee for notifications of non-cash payments made until the end of 2027, if it uses the technical solution of the Financial Directorate of the Slovak Republic for this purpose. "The Financial Administration is ready for QR payments, but two other large banks should have time to launch their QR payment software by May. The postponement of the law's effectiveness will also give sellers more time to prepare for new options for accepting non-cash payments. It also takes into account the tax return filing period, so the new rules will be introduced at a time that allows for their smooth implementation," assessed the President of the Financial Administration, Jozef Kiss. According to the spokesperson, the Financial Administration is intensively cooperating with the business sector to ensure the availability of several options for non-cash solutions. One of them is QR payments, which represent a simple and technologically undemanding method of non-cash payment. This is part of the modernization of the Financial Administration's services, implemented in cooperation with the Ministry of Finance (MF) of the Slovak Republic. He reminded that QR payments will also be available through a virtual cash register, which will expand the possibilities of accepting cashless payments, especially for smaller businesses. The buyer makes a payment by scanning a QR code, which contains all the necessary data to make a payment. "By the effective date, four banks, VUB banka, Tatra banka, ČSOB and Slovenská sporitežňa, should be ready to provide notifications of receipt of a cashless payment to the eKasa cash register, which allow sellers to immediately verify the payment of a QR payment by the buyer. Together, these banks cover the majority of the banking market in Slovakia - approximately 80%. The instant payment notifier is provided by the financial administration free of charge," added Kováč. According to him, the introduction of cashless payments expands the payment options for buyers, while cash remains a full-fledged payment method.
