EU Member States' ambassadors adopt position on 2027 budget

EU member states (Council of the EU) agreed on Wednesday at ambassadorial level (Coreper) on their position on the draft EU budget for 2027, the seventh and final annual budget of the current multiannual financial framework (MFF) for 2021-2027. TASR's rapporteur reports. The Irish Presidency of the Council of the EU specified that the position of the member states on the budget for next year represents 191.88 billion euros in commitments and 202.07 billion euros in payments, excluding the financing of special instruments outside the MFF. The Council of the EU has taken a prudent approach to next year's budget based on consistent and realistic overarching principles, which was also confirmed in a report to the media by Irish Finance Minister Simon Harris. "Our position on the 2027 EU budget would ensure that we have the financial capacity to cope with the ongoing complex geopolitical realities that require swift and decisive action. At the same time, every euro must continue to benefit our citizens," said Harris. The EU Council's position stresses, firstly, that the 2027 budget should be at an adequate level to implement policies and programmes. Secondly, the annual budget should ensure the Union's ability to cope with ongoing crises and challenges, such as the crises in Ukraine and the Middle East, as well as migratory pressures. Thirdly, the budget should create sufficient margins for the following year to address unforeseen circumstances. "The 2027 budget should provide sufficient resources to ensure that commitments already made can be paid in a timely manner," the EU Council's position states. Commitments are legal promises to spend money on activities that take several budget years to implement. The payments cover expenditure resulting from commitments made to the EU budget during the current and previous financial years. EU countries also agreed on Wednesday their position on amending proposals for the 2026 budget, which will, among other things, allow for the accelerated implementation of cohesion policy funding and exceptional support for farmers in the face of soaring fertiliser prices. The EU Council intends to formally adopt its position - at ministerial level - on the draft 2027 budget in September. The member states' position will serve as a mandate for the Irish presidency to negotiate the 2027 EU budget with the European Parliament. This year, the legal deadline for reaching an agreement between the EU institutions on the annual budget is midnight on 16 November 2026. odkaz na stránku
