The committee approved the proposal to change state payments in the healthcare system.

The Committee of the National Council (NR) of the Slovak Republic for Health Care approved changes regarding the state’s payment in the health care system. At its Thursday meeting, it approved an amendment proposed by Zdenko Svoboda (Hlas-SD). This amendment is to be part of the government’s draft amendment to the Health Insurance Act."The state will continue to pay insurance premiums for its insured. Nothing changes in that regard. The health insurance company will also receive funds from the state for its insured. However, the amount and the process by which this amount is defined are changing. The change is due to the consolidation and all the requirements that arise from expenditure limits," explained the State Secretary of the Ministry of Health (MoH) of the SR, Michal Štofko, after the committee meeting.Currently, the insurance premium rate for the state is defined as five percent of the assessment base. Under the new system, the total payment by the state should be the difference between the budgeted expenditure of public health insurance and the revenues from the economically active population, while a reserve of 550 million euros should be maintained. "Today we have defined The amount the state paid for each insured person was a percentage of the average wage. Under the new system, we will define this amount based on the principle of the need to co-finance the healthcare system, as defined in the budget,” explained Štofko. He pointed out that the proposal also addresses situations when the actual revenues from public health insurance deviate from those budgeted. “If the income from the economically active population were to fall or rise significantly, we would define it at the level of 1.5 percent from the forecast, and co-financing mechanisms would automatically be triggered to balance these requirements,” he added. The opposition criticized the proposal. Member of the National Council Jana Bittó Cigániková (SaS) called it an attack on workers. She also pointed out that their health contributions have now increased, while the state could pay less if the proposal is approved. “Based on the parameters it has at hand, the government will determine how much money healthcare needs and deduct from this package all contributions from workers, leaving some portion as real .reserve in the accounts of health insurance companies, some non-tax revenues, and says that the rest can already be paid by the politicians. In other words, it means that essentially politicians do not have an obligation to pay, as long as the working population pays sufficiently,“ she stated. According to the opposition, the proposal is not good even from the perspective of predictable healthcare financing. "The entire sector is calling for financing to be predictable, so they know what financial resources they can manage and count on for the following year," noted MP Peter Stachura (KDH). The opposition also criticized the fact that there was not enough discussion about the proposal. The committee also approved an amendment proposed by MP Vladimír Baláž (Smer-SD) to the amendment of the law on the national healthcare system. It is meant to adjust the amount of the fee to healthcare chambers for maintaining the register. Under the new rules, the maximum fee should no longer be 15 euros, but instead at the level of three percent of the average monthly salary established two years before the year in which the maximum fee amount is determined.The opposition also criticized the proposal. They argued that a possible increase would be financially burdensome for some healthcare workers. "They decided to raise the registration fee, which basically all healthcare workers have to pay, from 15 to 45 euros. For some healthcare professions, this may not be an entirely negligible amount.
